ECS Labourer Card – Am I Eligible?
There are two main routes to getting your ECS Labourer Card, depending on your current qualifications.
Route 1: You Already Have a JIB-Approved Electrical Theory Qualification
If you’ve previously completed a recognised electrical theory qualification, such as:
City & Guilds 2365, 2330, or 2360
EAL equivalents
You’ll just need to pass the ECS Health, Safety & Environmental Assessment to apply.
Route 2: You Don’t Have a JIB-Approved Electrical Qualification
If you’re starting from scratch or working in a support role without formal training, don’t worry – here’s what you’ll need:
1. Complete an Approved Health & Safety Course
You must complete one of the ECS-approved courses listed below:

CITB Health & Safety Awareness
CCNSG Safety Passport
Level 1 Health and Safety in a Construction Environment
COSAC Safe2Site (Level 1)

If taken within the last 3 years, the SPA course may exempt you from the separate ECS Health, Safety & Environmental Assessment.
2. Pass the ECS Health, Safety & Environmental Assessment
This is required unless you’ve completed one of the exempting H&S courses recently (SPA, CITB, or CCNSG).
3. Provide Evidence of Working in the Electrotechnical Industry
This can include:
A letter or reference from your employer
An employment contract, offer letter, or payslip
Proof of enrolment on a recognised course (e.g. the 18th Edition Wiring Regulations)
A valid qualification such as BS 7671 (18th Edition Wiring Regs)
